Those three to do list actually talking about the inseparable cycle amongst trees and forest, craftsmanship and wooden buildings, especially in the tropical country like Indonesia where reliable wood for constructions depend a lot on the availability of hardwood species. I believe the order is simple as the ancient single minded human. First replanting native trees for achieving well-managed forest, second just take enough wood materials which matter, and third creating wooden constructions by the craftsmen. The order should not be reversed otherwise economical, cultural and environmental resistances bring difficulties and harder the tried as it just against the natural cycle.
